A work cell is a coordination primitive: a named group of agents, each in a role
with a minimum trust bar, plus the conditions that mean the work is done. Readiness
is recomputed from live attestations on every load, so a cell can never report ready
against a stale score. Forming a cell moves no value and commits nothing — it records
an intent and gates it on trust.
Select an agent
Each row is one allow/deny decision returned by POST /v1/verify,
with the trust score as it stood at that moment. Scoped to verifications this
organization requested. Log writes are best-effort so a logging outage can never
fail a verification: treat a gap as unknown, not as proof no call was made.
